Who can be a parent account
Roblox's FAQ says that in most regions, parents of children under 18 can add parent privileges, and you must be age checked as 18 or older. Its FAQ also lists facial age estimation as a verification option.

Your child's age check
Many chat settings show "Age check needed". Your child starts from their own account: Settings → Account info → Continue with camera.
Under Settings you manage → Facial and ID verification you choose whether to allow ID verification for your child.
A linked parent can correct a child's age once via Parental Controls after the initial age check.
